Section 25.54.020 Principal permitted uses.

Except as limited by Section 25.54.060 of this chapter and except when a conditional use permit is required by Section 25.54.050 of this chapter, the following principal uses are permitted as of right in the BC zone:
    1. All uses permitted in the BNH zone, except as hereinafter expressly prohibited;
    2. Business goods and services establishments, as defined in Chapter 25.04 of this title;
    3. Recreation and amusement facilities, private or open to the public, including health clubs, tennis clubs, swimming facilities, billiard parlors, bowling alleys, amusement arcade, miniature golf, indoor theaters, and Par 3 golf courses, subject to the following additional standards:
        a. Indoor facilities shall be conducted within a completely enclosed building which shall have no openings, other than stationary insulated glass windows, abutting any residentially zoned or developed property,
        b. Outdoor facilities shall be both visually and audibly substantially screened from any adjoining residentially zoned or developed property,
        c. Space lighting shall be shielded so as to prevent the direct glare of beams onto any adjacent residentially zoned or use property;
    4. Mortuaries, funeral homes and funeral chapels;
    5. Commercial parking lot or garage for the parking or storage of automobiles, boats and recreational vehicles;
    6. Veterinary clinic, subject to the additional standard that all animals be kept within the building;
    7. Governmental or general office buildings;
    8. Gasoline service stations, including small truck or trailer rental as an accessory use;
    9. Pawnshops and second shops and secondhand stores;
    10. Dwellings, subject to all provisions and regulations including home occupation provisions applicable in the RG-20 zone;
    11. Eleemosynary institutions, clubhouses and nonprofit organizations;
    12. Carnivals and similar exhibitions, subject to the provisions and standards of Chapter 4.14 of this code;
    13. Auto wash facilities, which may include the dispensing of gasoline or other motor vehicle fuels, of not more than six one-car bays.
    14. Bed and breakfast homes, subject to the following standards:
        a. Minimum gross habitable floor area: 750 square feet per rooming unit
        b. Minimum total lot area: 5000 square feet
        c. Screening: Parking lots for more than three vehicles shall be screened from neighboring residentially zoned or used properties.  The screening shall be continuous, six feet in height, and shall consist of a fence, foliage or a combination of such materials.
    15. Bed and breakfast inns, subject to the following standards:
        a. Minimum gross habitable floor area:  500 square feet per rooming unit
        b. Minimum total lot area:  5000 square feet
        c. Screening: Parking lots for more than three vehicles shall be screened from neighboring residentially zoned or used properties.  The screening shall be continuous, six feet in height, and shall consist of a fence, foliage or a combination of such materials.
    16. Extraction or landfilling, except as related to an approved subdivision plat or building permit, subject to the following conditions:
        a. The requirements for a grading permit pursuant to Chapter 20.30 must be satisfied.
        b. The extraction or landfilling site must be at least 300 feet from any residentially used property.
        c. The extraction or landfilling process must be completed within one construction season.
        d. Access to and from the site must be directly to an arterial street or on a route approved by the Public Works Department.
        e. Trucks and other machinery shall be operated only between 7 a.m. and 7 p.m., Monday through Friday and 8 a.m. and 3 p.m. on Saturday.
        f. Nuisance complaints related to dust, traffic, noise, or other impacts of the extraction or landfilling operation must be resolved in a timely manner by cooperative efforts of the grading permit holder.
        g. The extraction or landfilling site does not occur in the Loess Hills within that area visible from the Loess Hills National Scenic Byway located on Highway 12 and Interstate Highway 29, as defined in Section 20.30.040.
    17.   Churches, synagogues, chapels and similar places of religious worship or instruction.
