Section 25.71.070 Use limitations.

The following limitations and conditions apply to, and must be complied with by, all permitted and permissible uses located in the HC-1 Zone:

1. No permitted or permissible use shall be conducted in any manner which would render it noxious or offensive by reason of dust, refuse matter, odor, smoke, gas fumes, noise, vibration, or glare.

2. It is recognized that the occurrence of special events which would include outdoor music and other forms of outdoor entertainment are both desirable and necessary to ensure the viability of the Historic 4^th Street area. Towards that end, the city manager shall provide the proper consent under chapter 8.68 of the municipal code unless he has reason to believe that such event will constitute a public nuisance or otherwise violate the municipal code.
