Site plans shall not be approved unless they show:
    1. Consistency with the – PD site plan approval procedures stated in Section 25.12.208 of the municipal code.
    2. Consistency with all applicable RG-20 regulations.
    3. Consistency with the following guide lines:
        a. Major access points being opposite Nicollet Street or Berkshire Place.
        b. Development parcels shall be of sufficient size so that no single family residence is isolated and made unviable for redevelopment in a manner consistent with the RG-20 regulations. In general, this minimum size shall be considered 20,000 sq. ft. If reviewing a site plan for an area less than 20,000 sq. ft. consideration shall be given to the willingness of other abutting parties to develop their land. In the event the Planning Commission finds an abutting property owner unwilling to develop his/her property reasonably, the Commission shall consider approval of a site plan covering an area of less than 20,000 sq. ft.
        c. Utilities associated with new development placed underground.
        d. Reuse of the Old Lakeport Road right-of-way. (Ord. 2004-0961)
