The -R Rural Residential Overlay Zone is intended to facilitate the development of those lands within areas of the City of Sioux City where residential development is desired but which can not be developed to normal densities because they can not be served by the public water supply due to the distance from existing water mains, because the land lies above elevation 1,270, or because the land is in a location that the public water supply can not service for other reasons. The -R Rural Residential Overlay Zone is not intended to be mapped on any land in the city that can be served by the City water distribution system.

    The -R Rural Residential Overlay Zone shall not be independently mapped on the official zoning map but shall be overlayed on portions of the RE Residential Estates District only. The overlay district shall be mapped pursuant to the procedures for amending the official zoning map. When so mapped, all principal permitted use regulations, all accessory use regulations, all conditional use regulation, and all miscellaneous provisions of the RE zone shall apply.
