Chapter 26.20 PROSPECT HILL CONSERVATION AREA PLAN
Section 26.20.010 Prospect Hill conservation area project description.
In conjunction with Chapters 26.04, 26.08, 26.12 and 26.16, this plan, and the tax exemption
allowed under it, is applicable to all classes of real property located in the project area; that is,
residential, commercial and industrial property. The benefits of this plan apply to the
rehabilitation and additions to existing buildings and to the construction of new buildings.
1. Boundary of Project Area. Beginning at the northeast corner of the intersection
of West
Third and Bluff Streets; thence southerly along the easterly right-of-way line of Bluff Street to
the intersection with the southerly right-of-wayline of West Third Street; thence westerly to the
intersection with the easterly right-of-way line of Cook Street; thence southerly to the
intersection with the south right-of-way line of West First Street extended east; thence west to
the intersection with the east right-of-way line of Myrtle Street; thence south to the intersection
with the southeast right-of-way line of West Highland Avenue; thence west to the intersection
with the east right-of-way line of Hamilton Boulevard; thence south to a point fifty feet north of
the centerline of the Chicago, Milwaukee, St. Paul and Pacific Railroad; thence easterly along a
line fifty feet north of and parallel with said centerline to the intersection with the westerly lot
line of Lot 11, Block 42, Sioux City, extended southerly; thence northerly to the northwesterly
corner of Lot 12, Block 43, Sioux City, extended north, that is, to the northerly right-of-way line
of West Third Street; thence westerly along the northerly right-of-way line of West Third Street
to the point of beginning.
2. Plan Objectives. The central purpose of this plan is to overcome the physical
and social ills
of this generally deteriorated area of Sioux City by fostering rehabilitation activities consistent
with the overall needs of the community and the city as a whole. In accordance with the above
purpose, this plan is intended to accomplish the following objectives.
a. To preserve the basic residential character of the
area by employing all appropriate
techniques and strategies available in order to maintain and upgrade the maximum number of
existing housing units capable of rehabilitation as relates to the overall objectives of this plan in
terms of design, location and use;
b. To stimulate voluntary, comprehensive rehabilitation
activities in order to achieve desired
rehabilitation goals and objectives;
c. To promote the preservation of the existing housing
stock through relocation and
rehabilitation of the structure(s) when it is necessary to clear the site to meet another plan
objective;
d. To encourage the development of new homes where sites
are available within the
neighborhood;
e. To foster and promote energy conservation through
use of adequate insulation and
efficient heating units;
f. To enhance the physical attractiveness of the area
by application of high standards of
architecture and design and by discouraging practices which detract from the area's visual
appearance;
g. To provide for widespread and continuing community
participation in all phases of the
program by encouraging and supporting the involvement of community residents;
h. To provide the necessary flexibility during execution
to permit continuing new
opportunities for action to better serve the physical and social needs of the community;
i. To provide for the installation of public works which
contribute to the revitalization of the
area and to its sound development;
j. To encourage the replacement of all obsolete plumbing
equipment in those structures to
be rehabilitated;
k. To alleviate congestion of private vehicles on public
rights-of-way by encouraging the
installation of driveways, carports and garages;
l. To improve the livability of the residential environment
through development and
expansion of parks, open spaces, and shopping areas;
m. To coordinate and refer social service agencies to
meet the needs of area residents;
n. To remove and arrest physical blight and decay by
removing substandard buildings,
blighting influences, and any impediments to the disposition of land for subsequent
redevelopment of specific new residential, commercial, public and semipublic uses and the
provisions of needed public improvements;
o. To Provide for the orderly expansion of public and
semipublic uses that necessarily
reinforce the viability of the residential neighborhood.
3. Types of Actions. This plan anticipates the following actions, or combination
of activities,
in order to achieve the objectives set out above;
a. Rehabilitation of private property;
b. Acquisition;
c. Disposition and redevelopment or rehabilitation of
property;
d. Demolition and related site clearance;
e. Relocation of families, individuals and businesses;
f. Vacation and dedication of public right-of-way;
g. Underground placement of utility lines;
h. Stabilization of the Prospect Hill cliff face;
i. General clean-up of the neighborhood.
