No person, firm or corporation shall direct, manage, exhibit, produce or display any theater, theatrical exhibition, moving picture shows, or other exhibition of any kind, except an exhibition concert or entertainment conducted for religious or charitable purposes or for public benefits without first paying the license fees and procuring a license provided for in this chapter; provided, however, that no license shall be issued except as provided in this chapter.
