The mayor, city manager, chief of police, and any member of the city council, or any police officer detailed for the purpose, shall be permitted to enter any licensed place of entertainment and remain during the entire or any part of the performance on the stage, and it shall be the duty of such official or officer to, or any citizen may, enter complaint in the municipal court against any party or parties violating this chapter.
