The following operations shall not require the issuance of a sign permit.

    1. The changing of advertising copy or message on an approved painted and/or printed sign or on a marquee or similar approved sign which are specifically designed for the use of replaceable copy.

    2. Painting, repainting or cleaning when performed in conjunction with normal maintenance and repair of a sign not involving structural changes.
