Chapter 4.64 TAXICABS AND OTHER VEHICLES FOR HIRE
Section 4.64.020 Definitions.
Whenever used in this chapter, unless otherwise expressly stated, the following terms shall have the
meanings ascribed to them by this section:
1. "Dial-a-ride transportation vehicle" means a motor vehicle that
is used on the streets of Sioux City for
the purpose of carrying passengers for hire on a nonexclusive basis and that follows no regular route
or time
schedule.
2. "Limousine" means a motor vehicle that is used on the streets of
the city for the purpose of carrying
passengers for hire and that follows no regular time schedule and no regular route.
3. "Modified transportation vehicle" means a vehicle constructed and
designed to meet the requirements
of accessibility for the physically handicapped and people with limited mobility, and that would also
meet
the requirements of, but not limited to, wider doors, special ramping devices or lifts and spaces available
within the vehicle for persons to remain seated in wheelchairs, and that follows no regular route or
time
schedule. "Modified transportation vehicle" shall not mean a vehicle designed for the
transportation of
persons in need of immediate emergency medical treatment at a hospital emergency unit.
4. "Owner of taxicab" means any person, firm, co-partnership or corporation
who either owns, or is the
lessee of or is the purchaser under contract of a motor vehicle for use as a vehicle for hire under
the
provisions of this chapter.
5. "Qualified Mechanic" means a mechanic employed by a new car dealership
or a mechanic employed
by the owner if that owner is authorized by the United States Department of Transportation to inspect
the
owner's vehicles and the owner possesses a certificate from the United States Department of Transportation
giving said owner a satisfactory rating and the owner's mechanic otherwise meets qualifications of the
Department to inspect vehicles.
6. "Taxicab" means a motor vehicle that is used on the streets of
Sioux City for the purpose of carrying
passengers for hire on an exclusive basis and that follows no regular route or time schedule, and for
which
the fare is determined by the use of a taximeter.
7. "Taximeter" means a mechanical instrument or device by which the
charge for hire of a taxicab is
mechanically calculated for distance traveled and waiting time, and upon which such charge shall be
indicated in terms of dollars and cents.
8. Trolley bus means a rubber-tired transit vehicle, manually
steered and propelled by a gas or diesel
motor that is used on the streets of Sioux City for the purpose of carrying passengers.
9. "Vehicle for hire" means a taxicab, limousine, modified transportation
vehicle, trolley bus, or Dial-A-Ride transportation "vehicle". (Ord. 2006-0169; 97/U-5245;
