Section 4.64.090 Operation.

No vehicle for hire shall be operated except by the owner thereof or an employee of the owner or by a lessee of the owner, but the owner of any vehicle for hire having a license to operate the same as provided for by this chapter shall be responsible for the use and operation of any vehicle for hire owned by him or lawfully used by his employees and lessees.
