Licenses granted under this chapter may be suspended or revoked at any time by the city manager for any cause provided by this chapter and/or if the vehicle is not of good appearance, clean and safe.  Notice of the revocation or suspension shall be sent by certified mail.  Any licensee whose license is suspended or revoked by the city manager shall have a right to appeal to the city council within ten days of the date of the mailing of the notice of the suspension or revocation.  Upon the filing of an appeal to the city council, the suspension or revocation shall be stayed pending the decision of the council on appeal.  (Ord. 82/T-566)
