Chapter 4.72 ALARMS
Section 4.72.020 Alarm system user permits.
1. Every alarm system user shall obtain from the alarm coordinator, prior to
activating the alarm system,
a nontransferable alarm system user permit for each alarm system, excluding proprietary alarm systems,
that
the user operates within the city. There shall be a twenty-dollar permit fee for the first calendar
year for
which a permit is obtained for an alarm system. The annual renewal fee for an alarm system user
permit
shall be ten dollars. All alarm system user permits will expire on December 31st of each year. Applications
for renewal must be filed with the alarm coordinator with the proper fee on or before January 31st.
Applications filed after that date shall be treated in all respects as an application for a new permit.
2. An alarm business shall provide each alarm user a copy of this ordinance
and a blank permit
application form. If the alarm business obtains the permit the alarm user shall be provided a
copy of the
completed application. It shall be unlawful for an alarm business to activate the system prior to verifying
a
valid alarm permit has been issued.
3. The alarm system user applying for an alarm system user permit shall state
on a permit application
form, the user's name, the address of the residence or business or businesses upon which the alarm system
has been or will be installed, the user's telephone number, the alarm business or businesses selling,
installing, monitoring, inspecting, responding to, and/or maintaining the alarm system and the name
and
telephone number of at least one other person who can be reached at any time who is authorized to respond
to an alarm signal and who can open the premises in which the alarm system is installed. If the
information
stated on a permit application form changes, the applicant shall notify the alarm coordinator within
seven
days from the date of the change.
4. The information contained in an alarm system user permit application and
other information received
by the city from an alarm system user or alarm agent shall be maintained in confidence by the city to
the
degree permitted by applicable state and federal law. The information is restricted to inspection
only by the
police chief, the alarm coordinator, or employees specifically assigned the responsibilities of handling
and
processing alarm system user permits in the course of their official duties.
5. It is unlawful to operate an alarm system without a permit. (Ord. 2000-9249;
