1. Bulking agents shall be stored so they will not blow off the composting sites.  The following are acceptable bulking agents for use in commercial composting:

        a. Plant material such as straw, hay, dry silage, corn cobs, leaves, grass clippings and other wood waste materials.

        b. Finely shredded paper.

        c. Other bulking agents specifically approved by the director.  (Ord. 98/U-6424; 87/T-5290)
