Section 4.82.060 Procedures.

 The following procedures shall be followed by a tattoo artist when engaged in the process of applying a tattoo:
    1. Tattoo artists shall scrub their hands and wrists including between their fingers, both front and back of hands and finger nails for at least 30 seconds with an antibacterial soap. After rinsing their hands with clean water, hands must be dried with individual single-use towels in order to prevent contamination of clean hands.  The faucet shall not be touched again but may be shut off with a single-use towel.
    2. Freshly washed clean hands or freshly washed clean hands and gloves shall be worn to set up all instruments and preparation products prior to tattoo procedure.
    3. It shall be mandatory that non-latex and non-vinyl disposable gloves be worn during the tattoo procedure.
    4. The tattoo artist shall use a disposable dental bib or other absorbent and moisture resistant drape (absorbent side up) to place other clean items and sterilized instruments during the tattooing procedure.
    5. All washable counter tops, bottles chairs and related items in tattoo areas shall be wiped down with a hard surface disinfectant every day.
    6. It shall be unlawful for a tattoo artist or a client to be under the influence of either drugs and/or alcohol at any time during the application of the tattoo.
    7. All machines shall be wiped down after the application of each tattoo.   Machines are to be bagged and changed after each tattoo.  Clip cords are to be bagged with a minimum eighteen inch plastic sleeve and must be changed after each tattoo.
    8. Barrier film shall be used on any location that might be contaminated; chairs, arm rests, stools, power supply and related areas.  All bottles used must also be bagged and changed with every tattoo.
    9. All surfaces used or touched during tattoo process will be disinfected with a hard surface cleaner after every tattoo.
    10. All packaged and sterilized equipment (ex. tubes, needles) must be dated with day of sterilization and are not to be used after 60 days. If 60 days passes equipment must be re-sterilized. Equipment that is pre-sterilized from the manufacturer will have an expiration date. Expired equipment must be re-sterilized before use.
    11. If the tattoo artist is using or mixing water with inks, water must be distilled, purified, or bottled. (Ord. 2006-0832)
