Chapter 4.84 BODY PIERCING REGULATIONS
Section 4.84.180 Procedures.
1. Body piercing artists shall scrub their hands and wrists including between
their fingers, both front and
back of hands and finger nails for at least 30 seconds with an antibacterial soap. After rinsing their
hands
with clean water, hands must be dried with individual single-use towels. To prevent contamination
of clean
hands, turn off the faucet with the single-use towel.
2. Freshly washed clean hands or freshly washed clean hands and gloves shall
be worn to set up all
instruments and preparation products prior to piercing procedure.
3. It is mandatory that non-latex and non-vinyl disposable gloves be worn during
the piercing procedure.
4. To insure a clean operating field, use a disposable dental bib or other absorbent
and moisture resistant
drape (absorbent side up) to place other clean items and sterilized instruments on.
5. Skin to be pierced will be prepped with a surgical scrub for 30 seconds.
For oral piercing, anti-septic
mouthwash saturation for 30 seconds.
6 It shall be unlawful for a body piercing artist or a client to be under the
influence of either drugs and/or
alcohol at any time during the body piercing process.
7. Prior to any body piercing on any client the body piercing artist shall:
1. Require the client to fill out and sign a form containing
the following information:
a. name, address, and
phone number;
b. the type of jewellery
they are to receive and its location on the body.
c. any medical problems
that can be vital to safe performance of body piercing, or any problems
that can cause the client difficulty afterwards e.g., diabetes, allergic reaction to certain metals,
aftercare
products, medications, haemophilia or blood clotting problems.
d. a list of any medications
that may affect the piercing procedure such as anticoagulation
medications;
e. an acknowledgement
that the body piercing artist has explained to them the potential problems
and risks associated with the body piercing they are about to receive and any particular problems they
may
expect with the chosen piercing location;
f. a copy of the form
shall be given to the client upon request and a copy shall be retained by the
body piercing artist for at least twenty-four months.
8. The body piercing artist shall determine if there are any medical problems
that can be vital to safe
performance of a piercing, or any problems that can cause the client difficulty afterwards e.g., diabetes,
allergic reaction to certain metals, aftercare products, medications, haemophilia or blood clotting
problems.
Piercer shall ask if client is on any anticoagulation medications, which may cause bleeding problems.
9. The body piercing artist shall not pierce any area that exhibits signs of
infection or rash.
10. Gloves must be changed between the cleaning/marking process and the piercing/jewellery
insertion
process.
11. Only a pre-packaged, sterile, single use piercing needle shall be used to
pierce the skin and mucous
membrane. Used needles shall be disposed of in a sharps container.
12. Persons pierced shall be provided by the body piercing artist with oral
and printed instruction
regarding proper aftercare procedures. Persons pierced shall be instructed to consult a physician
if signs
and symptoms of an infection develop.
13. All washable countertops, trays, chairs, prep supplies and related equipment
in the piercing area are
to be wiped down with a hard surface disinfectant every day.
14. All surfaces used or touched during piercing process will be disinfected
with a hard surface cleaner
after every piercing.
15. All packaged sterilized equipment (ex. forceps, needles, jewellery) must
be dated with day of
sterilization and are not to be used after 60 days. If 60 days passes equipment must be re-sterilized.
Equipment that is pre-sterilized from the manufacturer will have an expiration date. Expired equipment
must be re-sterilized before use.
