Section 5.20.020 Definitions.

    1. "Garbage" whenever used in this chapter means and includes all refuse matter, solid, liquid or mixed, which attends, exists, is created or accumulates within the city from the preparation, cleaning, cooking, use, storage or sale of or dealing in meats, fish, fowl, fruits, vegetables, cereals, grain or other animal, vegetable or mineral matter designed or intended as foodstuff for human or animal consumption.
    2. "Recyclable materials" whenever used in this chapter shall be defined as the following:
        a.    Glass: All brown, green, and clear glass beverage and food containers which have been rinsed and have had all caps and lids removed.
        b.    Cans:  Steel, bimetal, aluminum, and tin beverage and food containers which have been rinsed.
        c.    Plastic:  High density polyethylene (HDPE), commonly known as No. 2 plastics, and polyethylene terephthalate (PET), commonly known as No. 1 plastics.  These include, but are not limited to, plastic milk jugs, plastic beverage containers, and plastic cleanser and detergent bottles which have been rinsed and which have had all caps and lids removed.
        d.    Cardboard:  Corrugated cardboard containers.
        e.    Newsprint.
        f.    High grade paper:  Computer paper, tab cards, white letterhead, ledger, non-windowed envelopes, and non-glossy paper.
        g.    Textiles: Non-soiled and dry used clothing.
        h.    Other materials designated as recyclable materials by the director.
    3. "Rubbish" whenever used in this chapter includes all natural refuse resulting from the use of any premises as a residence, which is neither garbage or recyclable materials, and also sweepings, dirt, etc., resulting from the use of any premises as a mercantile establishment or place of business, but does not include any yard waste, refuse building material, industrial waste containers, waste of a dangerous or explosive nature, or night soil or septic cleanings whatsoever.
    4. "Solid Waste Materials" whenever used in this chapter means and includes all garbage, rubbish, and recyclable materials as defined in this chapter.
    5. "Premises," whenever used in this chapter, means and includes every residence, household, apartment, boardinghouse, hospital, nursing home, hotel, restaurant, cafe, market and wholesale or retail store, establishment or place of business in the city in which solid waste materials or yard waste accumulates.
    6. "Low density residential premises" means and includes single-family dwellings and multi-family dwelling units or condominiums up to and including four separate living quarters.
    7. "Owner" whenever used in this chapter, in addition to the record titleholder, includes any person residing in, renting, leasing, occupying, operating or transacting business in any premises.
    8.    "High-density residential premises" means and includes multi-family dwelling units or condominiums of five, six, seven or eight separate living quarters, and churches.
    9. "Commercial premises" means and includes any structure within the city generating solid waste materials which is neither a low-density residential dwelling or a high-density residential dwelling.
    10. "Yard Waste" means debris such as grass clippings, leaves, garden wastes, brush and trees as defined by the Department of Natural Resources of the State of Iowa.  Yard waste does not include tree stumps.  
    11. “ Director”  whenever used in this chapter shall mean the director of the environmental services department.
    12. “ Department”  whenever used in this chapter shall mean the environmental services department.
    13. “City Manager” shall mean the city manager of the city. The city manager may designate another city employee to perform the duties set forth in this chapter.
    14. "Major appliance" means stoves, ranges, microwaves, refrigerators, freezers, water heaters, water softeners, dishwashers, trash compactors, furnaces, air conditioners, and any other appliance or piece of equipment of a similar nature.
