Section 5.20.160 Fees and fee charges.

    1. For the services of solid waste and yard waste collection available to low density residential premises there shall be charged a fee of $13.90 per month to:
            a. The owner or occupant of each single-family dwelling;
            b. The occupant of each living quarters of a multi-family dwelling unit; or
            c. The owner of each multi-family dwelling unit for each separate living quarter.
    2. For the removal of solid waste and yard waste from high density residential premises there shall be charged a fee of $13.90 per month to:
            a. The occupant of each living quarter; or
            b. The owner of each high density residential premises for each separate living quarter.
    3. The fee for a third and any subsequent ninety gallon refuse container(s) provided by the city shall be $2.38 per month.
    4. When there is an adult who is a primary occupant of a single family dwelling unit or a separate living quarter in a low density residential premises and is either sixty-five years of age or older, or is totally disabled as recognized by a federally administered assistance plan, the fee charged per month for the services provided above shall be $10.25.
    5. The fee for collection of garbage or rubbish placed in heavy duty plastic bags or biodegradable two-ply paper bag, wet strength, Kraft or equivalent not exceeding 35 gallons capacity and not weighing over 35 pounds is $0.89 per bag and must be prepaid.
    6. Whenever a special collection is necessitated pursuant to Section 5.20.085, a special collection fee based on actual cost of removal plus city administrative fees shall be assessed against the owner of record of the real property upon which the special collection was performed.  If the property is rented to a tenant, and the tenant’  s identity has been verified as provided in Section 5.20.085, the city may assess any special collections fees against that tenant.  If the water bill is in the tenant’s name, the special collection fee will be added to the tenant’s water bill.  However, if the special collection fee remains unpaid for more than 30 days or there are subsequent special collections, the fees may be assessed to the real property.
