Section 5.24.080 Removal.

It is unlawful for any person other than the city or its agents to remove from any private dump or private landfill any rubble without the expressed consent of the owner. It is unlawful for any person other than the city or its agents to remove from any private dump or private landfill any garbage without the expressed consent of the city manager, and then only under such regulations as the city manager may prescribe.
