The city council may hear and determine any matter pertaining to the issuance or revocation of a permit, as herein provided, upon application or request to so do by the applicant or license holder. An appeal under this title shall be filed with the city clerk in writing within twenty days of the denial or revocation of a permit.  (Ord. 82/T-1235)
