Section 8.24.320 Unlawful construction.

No person shall, without written permission from the council, construct or build any sewer, vault, cistern or well in any public street, alley or public place. Any person violating this section, in addition to any fine that may be imposed, shall also be liable to the city or to any person in a civil action for any damage done by or resulting from its violation.
