Section 8.48.050 Municipal Airport - Prohibitions.

    1. It shall be unlawful for persons to collect, assemble or group together and after being so collected, assembled or grouped together, stand or loiter on any portion of the municipal airport to the hindrance or obstruction of free passage of any person or persons lawfully using the airport.
    2. It shall be unlawful for persons to congregate, stand, loaf or loiter in or in front of any doorway, exit or entrance to any portion of the municipal airport facilities so as to obstruct same, hinder or prevent persons walking along or into or out of same or attempting or desiring to do so.
    3. Groups of three or more persons who do not immediately leave the vicinity or disperse or cease their obstruction when asked to do so by any member of the public, by any member of the airport board of trustees or its officers, agents, employees or representatives, or by the police, shall be presumed to have congregated, stood, loafed, or loitered in violation of subsections (a) and (b) above, but it shall not be necessary to request such people to move, leave the vicinity or to disperse or cease their obstruction in order to prove a violation of subsections (a) and (b) above.
    4. No more than two persons at any one time shall use a portion of the municipal airport facilities within a line of visibility as a locus for peaceful picketing, public speaking, leafleting, or other lawful expression of opinion not in contravention of other laws. It shall be unlawful to conduct such activities in such a manner as to block or hinder any use of the municipal airport facilities or normal activities in its buildings or properties. The airport board of trustees may, by rules and regulations, designate certain portions of the municipal airport facilities as a locus for such activities and it shall then be unlawful to conduct such activities in any other portion of the municipal airport facilities.
    5. No person shall bring, allow or permit an animal to be in the municipal airport facilities except that a sight or hearing impaired person may bring a dog trained as a seeing eye or hearing dog into the said facilities.
    6. No person shall sit, kneel, lounge, or otherwise recline upon the floors, stairs or fixtures of the municipal airport facilities except for benches or seats provided specifically for same.
    7. No person shall play or cause to be played a radio or tape player or other sound-amplifying device in the municipal airport facilities so as to permit sound from same to be audible to other persons, except:
        a. Peace officers may use radios tuned to official police frequencies;
        b. Persons in those businesses within the municipal airport facilities may continue to play radios, tape players and other sound-amplifying devices as is usual in the course of business and which does not unreasonably infringe upon the rights of the users of the municipal airport facilities and neighboring businesses;
        c. A radio or tape player or other sound-amplifying device may be played within the municipal airport facilities when a permit to do so has been issued by the board.
    8. Other than wheelchairs or motorized wheelchairs used by handicapped persons and vehicles used in servicing, operating, maintaining and repairing the municipal airport facilities, no person shall use or operate a motor vehicle, moped, bicycle, skateboard, roller skates or other wheeled device in the buildings comprising the municipal airport facilities.
    9. No person shall deposit, throw, discard, or place, or cause to be deposited, thrown, discarded, or placed upon or within a surface in the municipal airport any bottle, glass, can, garbage, papers, refuse, feces, trash, or rubbish other than in a designated trash receptacle.
    10. No person or group shall promote, advertise, or sell articles, goods, or services, or conduct or engage in any form of solicitation, or conduct or engage in or cause to be presented any type of exhibition, show, performance, or entertainment on the municipal airport facilities unless such person or group shall first have obtained a permit to do so from the airport board of trustees.
