Phase IA Construction Project

Design work on Phase 1A was completed in 2006, with the ground breaking for the multi-million dollar rehabilitation project on October 9, 2006. The project generally is comprised of furnishing and installing improvements at the Wastewater Treatment Plant (WWTP), including a new headwork’s and biosolids dewatering building; primary clarifier modifications; primary scum pumping modifications; effluent pump station modifications; a new sodium hypochlorite building; chlorine contact basin modifications; a new odor control system; site improvements including paving and piping; site landscaping; heating, ventilation and air conditioning rehabilitation improvements; power supply and electrical systems upgrade; instrumentation and controls; architectural enhancements; as well as many other incidentals.



Demo Work
Demo work started in October of 2006 with razing of the North Screening and Grit buildings that were originally constructed in 1962. Demolition is also now underway in the Administration Building Blower Room, which is being converted to a new conference/training room. The Administration Building Motor Control Center rooms and areas of the Primary Scum Buildings, North Primary Clarifiers, Division Chamber, and Chlorine Building are now under construction.



Odor Control
The Odor Control Facilities include the construction of a new boiler, new boiler building, flat covers for the primary clarifiers, a humidification chamber for the boiler, and additional appurtenances. The construction of the Odor Control System will also include HVAC work in the Headwork’s Building, instrumentation and controls, and electrical work.



Headwork’s Building
Construction of the new Headwork’s/Dewatering Building is underway with the drilling of 334 auger-cast piles. The Building will house three (3) new belt filter presses, sludge pumps, a sludge storage silo, liquid polymer systems, two rehabilitated bar screens, a vortex grit removal system, truck loading bay, HVAC and odor control duct work, and electrical and instrumentation equipment.



North Primary Clarifiers
The rehabilitation of the North Primary Clarifiers includes the dewatering of the existing tanks, modifications and replacement of some sludge piping and motors in the Scum Pump Houses, concrete spall repair and patching, coating of concrete surfaces, expansion joint replacement, HVAC and odor control, and new aluminum tank covers, chains, flights, and drive units.



Disinfection
The construction of a new Sodium Hypochlorite Building will eliminate the existing gaseous chlorine system. This section of the project also includes repairs to the Chlorine Contact Basins and the addition of a Sodium Bisulfate injection system for dechlorination.



Methane Gas Handling
A new Gas Handling System will include the installation of a new gas scrubber system, which is needed to dry the gas prior to use in-plant. The excess gas will be flared with the installation of two (2) new waste gas flares.



Plant Water Reuse
The Chlorine Building is being refurbished to house two (2) new non-potable water (NPW) pumps and the installation of strainers on the suction side of the pumps. The NPW will be used for process and wash down water in the plant. The new belt filter presses will require 400,000 gallons per day of reuse water for wash down. The modifications to this building will also include new HVAC equipment, and electrical and instrumentation modifications.



Lagoon Area Improvements
A new road will be installed for access off Highway 75 to the park where the lagoons are being decommissioned and converted into a natural wetlands area with a fishing pond. A walking trail will be installed along with a variety of trees, natural grasses, and shrubs in the park area. Also incorporated into the project are site improvements to the plant entrance including new fencing and decorative gate at the plant entrance and some new trees and shrubs as well as Administration Building parking lot improvements.



Electrical Upgrade
Each building will be fed with new electrical feed and transformers. A power outage in early 2006 revealed failing electrical duct bank throughout the plant. The Phase IA Improvements will include a new underground duct bank power distribution system. The Motor Control Switchgear in the Blower and Final Lift Buildings will be replaced with new MCC and Variable Frequency Drives.
All buildings will be retrofitted with all new Boilers, heating, air conditioning and ventilation systems.



SCADA
The Plant Supervisory Control and Data Acquisition (SCADA) system is being replaced with a fiber network between all plant buildings. The new instrumentation system is designed to provide a high level of automation for plant control. Currently, the entire process is manually operated due to unrepairable valves, meters, and lack of process instrumentation. Phase IA consists of replacing all Programmable Logic Controllers (PLCs) and many of the failing valves and meters.
