REGULAR MINUTES
NOVEMBER 10, 2009
CALL TO ORDER – The Sioux City Housing Trust Fund Governing Board opened its meeting at 12:30 p.m. on Tuesday, November 10, 2009, in the 3rd floor planning conference room, City Hall, 405 6th Street, Sioux City, Iowa.

Board Minutes September 29, 2009 – Diane Neri moved and Aaron Rochester seconded a motion to approve the September 29, 2009 minutes. Motion was approved unanimously.
City Housing Rehabilitation Program Update – Darlynn McMullan presented the latest information on the FY2009 IFA grant. There were two owner-occupied rehabilitation projects both of which were located in the Greenville Urban Renewal Area. The balance of the grant is $116,232.
Diane Neri moved and Joe Krage seconded a motion to approve the housing rehabilitation projects as presented through November 10, 2009. Motion was unanimously approved.
2010 IFA State Housing Trust Fund Grant Agreement – Michelle Brady informed the Board that their application for an $182,807 Iowa Finance Authority (IFA) housing grant has been approved. The $182,807 IFA grant will be matched with $45,701.75 in HUD Community Development Block Grant (CDBG) funds controlled by the Housing Trust Fund, $132,535.07 in CDBG funds controlled by the City of Sioux City, and $4,570.18 in city in-kind services, e.g. staff time and supplies. Michelle requested that the Board approve the agreement should it be similar to last year’s agreement and the numbers and verbiage reflect the application, and authorize Bob Rasmus to sign it.
Dean Chapman moved and Joe Krage seconded, a resolution approving the FY 2010 IFA State Housing Trust Fund Grant Agreement should all the verbiage reflect the application, and authorizing Robert Rasmus to execute same. Motion was approved unanimously.
2010 Accounting Services Agreement with the City of Sioux City – Michelle Brady presented an Accounting Services Agreement with the City of Sioux City to the Board. This agreement gives approval for the City to administer the 2010 IFA Grant Agreement. The City will be responsible for all accounting, reporting, audits, and distribution of the funds at no cost to the Sioux City Housing Trust Fund Inc. In addition the City will provide the necessary matching funds for the IFA Grant Agreement.
Joe Krage moved and Diane Neri seconded, a resolution approving the 2010 Accounting Services Agreement between the City of Sioux City and the Sioux City Housing Trust Fund Inc. Motion was approved unanimously.

NEXT BOARD MEETING – The next commission meeting will be scheduled for Wednesday, February 10, 2010.
