CHRISTOPHER R. PAYER, PUBLIC WORKS DIRECTOR
 Hailing from Northwest Iowa, Chris attended Iowa State University on Reserve Officer Training Corps scholarship with the Air Force. In September of 1991, he was brought on active duty and served as a Civil Engineering Officer at Moody Air Force Base, GA, Offutt AFB, NE and Nellis AFB, NV. He also saw temporary duty in Riyadh, Saudi Arabia and Belize, Central America.
After completing the tour with the Air Force as a captain, he moved to Sioux City in June of 1999 where he worked for Irving F. Jensen Company on a $34 million paving project in Fort Collins, Colorado. In September 1999, Chris started with the City of Sioux City as a Civil Engineer.
While with the City, he has worked as the Perry Creek Flood Control Project Coordinator and as lead engineer for the Restoration of Ramps B and D, Morningside Avenue Reconstruction, Annual Sidewalk, Paving Patch and Resurfacing Programs, Polk Street Reconstruction, Greenville Public Improvements, and Military Road Reconstruction.
In August 2003, Chris was promoted to City Engineer and has supervised the rebuilding of the City’s professional engineering staff. Major infrastructure projects that the City has underway include the $35.1M Outer Drive Connection to Highway 75, Phase 4 of the Perry Creek Flood Control Project ($14.5M) and coordination with the IDOT’s $100M reconstruction of Interstate 29 through Sioux City.
Chris serves on the Board of Directors for the Statewide Urban Design and Specifications and is an active member of the Iowa Engineering Society, serving as an officer. In 2002, he was recognized as the Young Engineer of the Year for the Northwest Iowa Chapter. In 2003, Chris was also named the Young Engineer of the Year for the State of Iowa.
In August of 2008, Mr. Payer was promoted to the Public Works Director. As the Public Works Director, Chris is responsible for overseeing the five divisions which make up the Public Works Department.
