STORMWATER RAIN BARREL/HOME COMPOSTING PROJECT REIMBURSEMENT PROGRAM

The City of Sioux City has budgeted funding for the Stormwater Rain Barrel/Home Composting Project Reimbursement program. The Stormwater Rain Barrel/Home Composting Project Reimbursement program was created to provide reimbursement to property owners that install a rain barrel(s) to assist in stormwater best management practices on their property that help enhance the water quality of stormwater runoff and/or decrease the amount of stormwater runoff entering the stormwater drainage system. Included also is Home Composting which is nature’s way of recycling. By turning our food scraps and yard waste into compost, we can transform our waste streams into a beneficial, value-added soil amendment and use it to protect the environment and create resilient communities. The program will reimburse up to $100 towards the cost of the rain barrel(s) project or home composting to the property owner who meet the requirements listed below. Reimbursement for approved work will be in the form of a check sent to the applicant or property owner that applied for the reimbursement. Limit one reimbursement per address. Funding is available to applicants on a first come basis and is subject to the approval of the Environmental Advisory Board members. Home Composting is nature's way of recycling. By turning our food scraps and yard waste into compost, we can transform our waste streams into a beneficial, value-added soil amendment and use it to protect the environment and create resilient communities. Requirements

Terms for Eligibility for Reimbursement

• Stormwater Rain Barrel / Home Composting Project shall meet applicable design guidance approved by the EAB.

• All project reimbursements are approved at the discretion of the EAB.

• Pre-approval is not required before the purchase of a rain barrel / or home composter but an inspection of the completed project is required prior to reimbursement.

• Reimbursement for rain barrel accessories such (e.g. stands, diverters, DIY kits, etc.) is at the discretion of the EAB.

• After work is completed, additional documentation will be required including receipts or itemized contractor’s invoice, proof of payment, and project photos.

• EAB Staff will need access to the property to inspect the project prior to reimbursement.

• Projects must be completed within the fiscal year (July 1 – June 30) for which it is approved.

• The EAB will accommodate projects up to the fiscal year budget and will evaluate and consider projects until that budget has been reached.

• A property that has received the maximum reimbursement is not eligible for additional reimbursements under this program until the following fiscal year.

REQUIREMENTS

The City of Sioux City will provide reimbursement after project costs are incurred and submitted for approval.
The City of Sioux City will reimburse the applicant within approximately 30 days.
The project must be completed and receipts and application submitted to the City of Sioux City within the fiscal year that it is approved.
For reimbursement, the City requires access to your property for completion verification after the Rain Barrel/Home Composting BMP is installed and a copy of your receipt is submitted.
The property owner is solely responsible for implementation of an approved project. The City of Sioux City is not liable for personal injury or property damage resulting from said work.
Projects approved for funding carry no implied warranty by the City of Sioux City.
The funded practice must be maintained for a minimum of one year. Maintenance costs are the property owner’s responsibility.
Must be a resident or property owner of the City of Sioux City to be eligible for reimbursement.

• Complete the application in full unless advised otherwise.

• Submit completed application with the following items:

o Itemized estimate of materials or services to be completed

o Description of the location

o Project description

o Expected completion date

• EAB will review submitted application and issue an approval letter or email.

• After work is completed, Submit the following to the City Stormwater Coordinator for review:

o Itemized invoices with proof of payment

o Photo of the completed project.
