NOTICE OF TAKING BIDS FOR THE SNOW REMOVAL EQUIPMENT (SRE) DISPLACEMENT PLOW PROCUREMENT (CITY PROJECT NO. 7480-749-152/ FAA NO. 03-19-0085-075-2025), AT THE SIOUX GATEWAY AIRPORT / BRIGADIER GENERAL

Sealed bids will be received by the City of Sioux City, City Purchasing Office located in Room 408 in City Hall, 405 Sixth Street, in Sioux City Iowa, until 3:00 P.M., Local Time, March 11, 2025, for the SRE Displacement Plow procurement, as described in the procurement documents. 

Bids received will be opened and tabulated at a public meeting, presided over by the City Purchasing Office in the Purchasing Office, Room 408 City Hall, at 3:00 P.M., Local Time, on March 11, 2025. Thereafter, bids will be acted upon by the City Council at such time and place as may be fixed.

It is strongly recommended that interested contractors participate in the pre- bid meeting prior to bidding. 

Each bid must be made on a form furnished by the City and must be accompanied by a bid bond, a cashier’s check or certified check of an Iowa bank or a bank chartered under the laws of the United States, or a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States, in an amount equal to ten percent (10%) of the amount of the bid. The bid security of the Successful Bidder will be retained until such Bidder has executed the Agreement, furnished the required contract security and met the other conditions of the Notice of Taking Bids and Instructions to Bidders. 

The contract will be awarded pending approval of the Federal Aviation Administration Grant for this project. The contractor will agree to hold their bid pricing until May 2025. 

The contract will be awarded to the lowest responsive, responsible bidder determined by the Base Bid. However, the City reserves the right to reject any or all bids, re-advertise for new bids and to waive informalities that may be in the best interest of the City. By virtue of statutory authority, a preference will be given to products and provisions grown and coal produced within the state of Iowa and to Iowa domestic labor. 

This project has a start date of May 2025. Work shall be completed within 500 calendar days. 

The City of Sioux City, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42

U.S.C. 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race color, or national origin in consideration for an award.

The bidder shall make good faith efforts, as defined in Appendix A of 49 CFR Part 26 – Regulations of the Office of Secretary of Transportation, to subcontract 2.7% of the total dollar value of the prime contract to small business concerns owned and controlled by socially and economically disadvantaged individuals Disadvantaged Business Enterprises (DBEs). The apparent successful bidder will be required to submit information concerning the DBE, a description of the work to be performed by each named firm, and the dollar value of the contract. If the bidder fails to achieve the contract goal stated herein, it will be required to provide documentation demonstrating that it made good faith efforts in attempting to do so. A bid that

fails to meet these requirements will be considered non-responsive.

Buy American provisions are required, therefore American Iron and Steel (A.I.S) requirements shall apply to all applicable items incorporated into the project. The Contractor will represent and warrant to and for the benefit of the Purchaser (City) that (a) the Contractor has reviewed and understands the American Iron and Steel Requirement, (b) all of the iron and steel products used in the project will be and/or have been produced in the United States in a manner that complies with the American Iron and Steel Requirement, unless a waiver of the requirement is approved, and (c) the Contractor will provide any further verified information, certification or assurance of compliance with this paragraph, or information necessary to support a waiver of the American Iron and Steel Requirement, as may be requested by the Purchaser. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps, and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.
