The Vacant to Vibrant Program is a City of Sioux City initiative designed to transform underutilized and vacant properties into productive community assets. Through the sale of City-owned vacant lots, the program seeks to encourage investment, expand housing opportunities, support neighborhood revitalization, and promote economic development. The program welcomes proposals for housing development and other compatible uses that align with the City's planning goals, zoning requirements, and community priorities.
A total of 20 redevelopment sites are being offered through two approaches – a Request for Proposals (RFP) process and a request for bids process. Per state law requirements, the lots being offered via an RFP process have a minimum price that has been set by a recent appraisal. Those lots being offered through a request for bids process have a reserve price that has been set by City staff.
Many of the RFPs and request for bids communicate a requirement or preference for residential development. However, all proposals will be reviewed and considered. Contact information for questions can be found within each document. All responses are due by 4:00 p.m. CDT on Thursday, August 27, 2026. The responses to the RFPs can be e-mailed per the instructions included with each. The responses to the request for bids must be provided in sealed envelopes per the instructions included with each.
