West 7th Street Reconstruction Project Updates

2018 Construction Season

December 3, 2018
Construction activity for the 2018 construction season for the West 7th Street Reconstruction Project is officially complete.  There are two planters along Omaha Street (south of West 7th Street) and a few sections of the colored/stamped concrete in the 800 block that were not constructed this year.  There are various punch list items that will need to be addressed next spring.  No additional impacts to traffic are expected as those items left for the spring (i.e. landscaping, etc.) can be done without lane closures.  The contractor is currently removing snow from the roadway in the 700 and 800 blocks of West 7th Street with a scheduled roadway opening this afternoon.  All detour and construction signage on the project will be removed with all roadways, parking areas, driveways and sidewalks completed and open to traffic and pedestrians.  This will be the final construction update until work resumes in the spring of 2019. 

November 26, 2018
The paving crew has completed the majority of the colored concrete paving, sidewalks, and driveways on both sides of the 800 block of West 7th Street.  Crews are currently setting forms for the remaining sidewalk paving at the southwest quadrant of West 7th Street and Omaha Street.  The ramps and sidewalk paving on the east side of the Hamilton Boulevard intersection are scheduled to be constructed this week (weather permitting).  Planter construction is scheduled to resume after concrete paving work has been completed.  Special Soil construction and landscaping work is proceeding west toward the Omaha Street intersection.  The West 8th Street detour will remain in place (on Cook Street) with no detour changes expected this week.

November 19, 2018
The paving crew has completed approximately 80% of the sidewalk paving on the north side of the 800 block of West 7th Street up to Hamilton Boulevard. Crews are currently removing remaining sidewalk on the south side of the 800 block this week with sidewalk and driveway paving taking place on the south side of roadway this week.  Planter construction is scheduled to resume after all paving work has been completed.  Roadway paint striping work has been completed through the 700 block, west of Hamilton Boulevard and shoulders over the Perry Creek bridge.  The last remaining street light pole and base is scheduled to be installed on the south side of the 800 block this week.  The West 8th Street detour will remain in place (on Cook Street) with no detour changes expected this week. 

November 12, 2018
The paving crew has completed majority of roadway paving in the 800 block of West 7th Street up to Hamilton Boulevard. Crews plan to remove remaining sidewalks and driveways early this week with new sidewalk and driveway paving taking place later in the week when temperatures are favorable for paving.  Work continues on the landscape planters in the 700 block of West 7th Street with street light installation in the 800 block of West 7th Street ongoing as well.  The West 8th Street detour will remain in place (on Cook Street) with no detour changes expected this week. 

November 5, 2018
Paving crews are currently working on sidewalk, driveway, and roadway paving in the 800 block of West 7th Street.  Roadway paving has reached Hamilton Boulevard with only radius work remaining.  Work continues on landscape planters and street light installation in the 700 and 800 blocks of West 7th Street.  The West 8th Street detour has been moved west to Cook Street along with all supporting side street signage. 

October 29, 2018
Paving crews are currently working on the remaining ADA sidewalks in the Omaha Street intersection.  The majority of regular sidewalk paving in the 700 block is complete with only colored concrete remaining.  Roadway paving is underway in 800 block and should reach Hamilton Boulevard by the end of the week.  Driveway and sidewalk paving in the 800 block is also scheduled to be underway this week.  Work continues on landscape items and street light installation in the 600 and 700 blocks of West 7th Street.  No detour changes are expected this week. 

October 22, 2018
Paving crews have completed sidewalk construction (adjacent to buildings) on both sides of the 700 block of West 7th Street and are currently working on the sidewalk in the Omaha Street intersection.  Roadway, driveway, and sidewalk paving is underway in the 800 block and should reach Hamilton Boulevard by the end of this week (weather permitting).  Work continues on landscape items and street light installation in the 600 and 700 blocks of West 7th Street.  No detour changes are expected this week.

October 15, 2018
Paving crews have completed roadway and sidewalk paving work up to the Cook Street / West 7th Street intersection and West 7th Street is now open through the Cook Street intersection.  Roadway, driveway, and sidewalk paving work continues this week in the 700 and 800 blocks of West 7th Street including the Omaha Street intersection / side street. 

October 8, 2018
Paving crews are finalizing sidewalk paving in the 600 block of West 7th Street.   Crews are now moving into the 700 block of West 7th Street with sidewalk, driveway, and alley paving.  West 7th Street is open to traffic into the 600 block (up to the Cook Street intersection). The Cook Street intersection remains closed while construction of planters, sidewalks, and landscape soils is completed.  Roadway paving work continues this week (weather permitting) in the 700 block and in the Omaha Street intersection.  The West 8th Street detour will remain in place with no detour changes expected this week.  The detour route is expected to move west to Cook Street when the intersection is opened. 

October 1, 2018
Paving crews are finalizing sidewalk paving in the 600 block of West 7th Street with roadway open to traffic in the 500 block (to the Main Street intersection).  The 600 block is scheduled to open to traffic this week (to the Cook Street intersection).  Paving work continues this week in the 700 block and the Omaha Street intersection.  The electrical crew is installing street light pole bases in the 700 block of West 7th Street.  The detour route west of Hamilton Boulevard has been removed with Hamilton Boulevard traffic signals functioning.  The West 8th Street detour route (east of Hamilton Boulevard) will remain in place with no other detour changes expected this week.

September 24, 2018
Paving crews are finalizing sidewalk paving in the 500 and 600 blocks of West 7th Street with roadway open to traffic in the 500 block (to Main Street intersection).  The 600 block is scheduled to open to traffic this week (to Cook Street intersection). Paving work continues this week in the 700 block and in the Omaha Street intersection.  Crews are also working on punch list paving items (phase I areas) during non-working day hours due to wet site conditions.  The electrical crew has the traffic signals energized (in the Hamilton Boulevard intersection) but continue to have traffic censor issues.  The landscape contractor is planting trees in the 500 and 600 blocks and is also working on construction of special rock soils in the 700 block.  Brickwork for seat walls in the 500 block and the Hamilton Boulevard gateway feature is also underway.  The detour route west of Hamilton Boulevard remains in place but will be removed as soon as traffic signal issues are resolved.  The West 8th Street detour route will remain in place with the West 7th Street safety closure moving from Sioux Street to Cook Street. 

September 17, 2018
Paving crews are finalizing driveway and sidewalk paving in the 500 and 600 blocks with West 7th Street scheduled to open (to the Cook Street intersection) this week.  Paving work continues in the 700 block of West 7th Street and on Omaha Street.  The electrical crew has installed street light poles up to Cook Street and plans to energize lights as soon as possible.  Bus Shelters have been placed are waiting on the installation of remaining hardware and approval for paint.  The landscape contractor is adding soil to existing plant beds due to settlement of special soils.  The detour route west of Hamilton remains in place but will be removed as soon as signal controller is in operation.  The west 8th Street detour will remain in place with the West 7th Street safety closure moving from Sioux Street to Cook Street.

September 10, 2018
West 7th Street mainline paving is scheduled to resume this week on the south side of roadway between Cook Street and Hamilton Boulevard intersection.  Paving crews continue to work on roadway, driveway and sidewalk ramp paving in the 500, 600, and 700 blocks of West 7th Street.  Work also continues on construction of the bus shelter footings and foundation walls in the Main Street intersection.  Crews plan to start “brick” work on the Hamilton Boulevard gateway wall this week.  The electrical crew is working on correcting a signal controller box issue at the Hamilton Boulevard intersection.   Once the problem is fixed and signals are working, the 8th Street detour (west of Hamilton Boulevard) will be removed.  The existing West 8th Street detour (east of Hamilton Boulevard) will remain in place.

September 4, 2018
West 7th Street mainline paving has been poured from the west side of Cook Street to within 50 feet of the Hamilton Boulevard intersection.  Crews will pave with south half of the mainline this week (weather permitting).  Paving crews continue to work on roadway, driveway, and sidewalk ramp paving in the 500, 600, and 700 blocks of West 7th Street, including work on Main Street and Cook Street.  Crews plan to start work on planter walls and bus shelter footings as sidewalk work progresses.  All Traffic Signal poles and mast arms have been installed at the Hamilton Boulevard / West 7th Street intersection.  Crews continue to install street light pole bases (working west toward Hamilton Boulevard) as sidewalk work progresses.  No changes in detour signage or routes expected.

August 27, 2018
Water main, sanitary sewer and storm sewer work is now complete on the project.   Subgrade stabilization work continues this week in the 800 block of West 7th Street.  Paving crews continue to work on roadway, driveway, and sidewalk ramp paving in the 500, 600, and 700 blocks of West 7th Street, including work on Main Street and Cook Street.  The crew plans to schedule mainline paving on the remainder of the project once subgrade stabilization work is complete.  Traffic Signal work continues this week at the Hamilton Boulevard / West 7th Street intersection.  The electrical crew is also installing street light pole bases in the 500 and 600 blocks of West 7th Street.   No changes in detour signage or routes expected.

August 20, 2018
The water main and sanitary sewer work is now complete on the project. The storm sewer pipe work including all manholes is now complete with crew performing construction of inlet tops & setting structure castings to pavement grades.  Paving crews continue to work on roadway, driveway, and sidewalk ramp paving in the 500, 600 and 700 blocks of West 7th Street, including Main Street & Cook Street.  Traffic Signal work continues this week at the Hamilton Boulevard / West 7th Street intersection.  Subgrade stabilization work in the 700 and 800 blocks has been rescheduled for this week and will proceed as site conditions allow (due to rain).  No changes in detour signage or routes expected. 

August 13, 2018
Water main work including water services on the project is now complete.  Sanitary Sewer work including sewer services will be complete this week. The storm sewer crew continues to work on storm structures on the south side of Omaha Street and in the 800 block of West 7th Street.  Paving crews continue to work on roadway curb and gutter, driveways, and sidewalks in the 500, 600 and 700 blocks of West 7th Street, including Main Street and Cook Street.  Signal pole mast arm installation continues this week at the Hamilton Boulevard / West 7th Street intersection.  Subgrade stabilization work is scheduled to start midweek in the 700 block of West 7th Street and continue west as utility work is completed.  No changes in detour signage or routes expected. 

August 7, 2018
The water main crew has scheduled Omaha Street and Hamilton Boulevard water main tie-ins for this week.  The storm sewer crew continues to work on storm structures in the 800 block of West 7th Street.  The sanitary sewer crew is installing sewer services in the 800 block of West 7th Street.  Paving crews are working on roadway curb and gutter, driveways, and sidewalks in the 500 and 600 blocks of West 7th Street including Cook Street.  The signal pole installation continues this week at the Hamilton Boulevard / West 7th Street intersection.  The landscape crew is excavating and placing special rock soil mix adjacent to the Main Street intersection.  No changes in detour signage or routes expected.

July 30, 2018
Water main crews have completed pressure testing 12” water main in the 800 block of West 7th Street and will be working on tie-ins and water service work east of Hamilton Boulevard.   The storm sewer crew continues to work west installing 36” storm sewer and storm structures in the 800 block of West 7th Street.  The sanitary sewer crew is installing sewer services in the 800 block of West 7th Street.   The mainline paving crew has completed a section of paving 33.5’ wide in the 500 block, all of 600 block and the east half of the 700 block of West 7th Street.  Handwork paving crews have poured driveways and north parking in the 500 and 600 blocks including north side of Main Street.  The crew will focus on the south portions of Main Street and street parking areas on the south side of West 7th Street in the 500 and 600 blocks.  Signal pole footing bases have been poured with the crew working on conduit and handholes until concrete strength is reached.  No changes in detour signage or routes expected.

July 23, 2018
Water main crews have completed majority of 12” water main in the 800 block of West 7th Street and will now focus on testing, tie-ins and water service work just east of Hamilton Boulevard.   The storm sewer crew continues to work west installing 36” storm sewer and storm structures in the 700 and 800 blocks of West 7th Street.  Sanitary sewer work is complete in Omaha Street with crews working west in the 800 block of West 7th Street.   The paving crew is setting forms and preparing handwork paving in the 500 block of West 7th Street.  The mainline paving crew is scheduled to continue paving the north 23’ roadway section on Tuesday in the west half of the 500 block, all of 600 block and the east half of the 700 block of West 7th Street.  Signal poles and mast arms have been removed at West 7th Street and Hamilton Boulevard with signal pole and underground electric work continuing this week.  Detour routes on West 7th Street and West 8th Street are moving smoothly with no changes in signage or routes expected this week. 

July 16, 2018
Water main crews continue to work on water main in Omaha Street and the 800 block of West 7th Street.   The storm sewer crew is installing 36” storm sewer and storm structures in the 700 block of West 7th Street.  Subgrade stabilization work continues this week in the 600 and 700 blocks of West 7th Street, including the Cook Street side street.  The paving crew is setting forms and preparing hand-work paving in the 500 block of West 7th Street.  The mainline paving crew is schedule to remobilize back to the jobsite on Tuesday and continue paving in the 500 and 600 blocks of West 7th Street this week.  West 7th Street is scheduled to close at Hamilton Boulevard on Wednesday with traffic routed to West 8th Street and Hamilton Boulevard.  Street light work is scheduled to start immediately after roadway closure at West 7th Street and Hamilton Boulevard.  The detour route on West 8th Street (north and south of project) and signage on West 6th Street will not change.  The West 7th Street roadway and parking paint striping will continue this week on Wesley Parkway and in the 300 and 400 blocks of West 7th Street.

July 9, 2018
Water main crews continue to work on water services in the 700 block of West 7th Street.   The sanitary sewer crew continues to install 6” VCP sewer services in the 700 block of West 7th Street.  The storm sewer crew is installing 36” storm sewer and storm structures in the 700 block of West 7th Street.  Subgrade stabilization work continues this week in the 600 block of West 7th Street.  The paving crew is trimming roadway in the 500 and 600 blocks of West 7th Street.  Mainline paving of the 500 and 600 blocks of West 7th Street is scheduled for Wednesday of this week.  Paving on Main Street is scheduled for today.  Missing business signs on West 6th Street will be placed today, with no other changes expected with traffic control. 

July 2, 2018
The water main crew is working on water services in the 700 block of West 7th Street.  The sanitary sewer crew continues to install 12” VCP sewer and 6” VCP sewer services in the 700 block of West 7th Street.  The storm sewer crew is working in Cook Street installing 18” storm sewer and inlet structures.  Subgrade stabilization work will continue this week on Main Street and the 600 block of West 7th Street.  The paving crew is trimming roadway in the 500 block of West 7th Street.  Mainline paving of the 500 and 600 block of West 7th Street is scheduled for Thursday or Friday this week, dependent on weather and site conditions.  Traffic Control and detour signage has been moved to West 8th Street this morning.  West 7th Street traffic will access the detour from Sioux Street.  Temporary access from West 8th Street (east of Sioux Street) has been removed.

June 25, 2018
Due to rain and continued wet site conditions last week, very little construction progress was made.  The water main in the 700 block of West 7th Street did pass bacteria tests with crew waiting to start water service connections this week.  The sanitary sewer crew continues to install 12” VCP sewer and 6” VCP sewer services in the 700 block of West 7th Street.  The storm sewer crew is working in Cook Street and will resume 42” storm sewer mid-week after the fiber duct has been raised in the West 7th Street and Cook Street intersection.  Subgrade stabilization work will continue this week on Main Street and the 600 block of West 7th Street.  Paving crews have been working on alley and driveway paving on Sioux Street.  Mainline paving of the 500 and 600 blocks of West 7th Street could start late this week or early next week (depending on weather).  No changes expected with traffic control and the 6th Street detour.

June 18, 2018
The water main crew is flushing and pressure testing the 12” water main in the 700 block of West 7th Street.   The sanitary sewer crew continues to install 12” VCP sewer and 6” VCP sewer services in the 700 block of West 7th Street.  The storm sewer crew is working in Cook Street and will resume 42” storm sewer mid-week after the fiber duct has been raised in the West 7th Street and Cook Street intersection.  Subgrade stabilization work will continue this week on Main Street and the 600 block of West 7th Street.  Paving crews have been working on alley and driveway paving on Sioux Street.  Mainline paving of the 500 and 600 blocks of West 7th Street is still on schedule for Thursday or Friday of this week (depending on weather).  No changes expected with traffic control and the 6th Street detour.

June 11, 2018
The pavement removal crew has reached the east side of the Omaha Street intersection and will stop at this point until new paving is constructed through the Cook Street intersection.   The water main crew is currently working on 12” water main construction in the 700 block of West 7th Street.   The sanitary sewer crew is working on 8” and 12” VCP sewer construction in Cook Street and the 700 block of West 7th Street.  The storm sewer crew is finalizing work in the 600 block of West 7th Street and is starting work on Cook Street.  Paving crews continue to work on the remaining punch list items in the 200 and 300 blocks of West 7th Street.  Subgrade stabilization work is complete in the 500 block of West 7th Street and is ready for subgrade trimmer.  Subgrade work will continue in Main Street and in the 600 block as utility and “rough grade” work is finalized.  No changes expected with traffic control and the 6th Street detour. 

June 6, 2018
Pavement removal is approaching the Omaha Street intersection and will stop at this point until new paving is constructed thru the Cook Street intersection.  At that time the project will have a major detour change from 6th Street to 8th Street before starting the final two blocks of reconstruction.   Water main crews are preparing to perform intersection connection tie-ins at Cook Street this week.  The crew then plans to continue work on 12” water main construction in the 700 block of West 7th Street.   The sanitary sewer crew is working on 12” VCP sewer construction in the 600 block of West 7th Street.  The storm sewer crew is finalizing work in Main Street and is working west in the 600 block of West 7th Street.  Paving crews continue to work on punch list items in the 200 and 300 blocks of West 7th Street.  Subgrade stabilization work is in progress in the 500 block of West 7th Street (east of Sioux Street).  No changes expected with traffic control and the 6th Street detour.

May 29, 2018
Water main crews have constructed 12” water main through the 600 block of West 7th Street and are preparing to pressure test the 12” main from Main Street to Cook Street.   The sanitary sewer crew is working on 12” VCP sewer construction in the 600 block of West 7th Street with sanitary sewer construction complete on Main Street.   Paving crews continue to work on punch list items in the 200 and 300 blocks of West 7th Street.  Subgrade stabilization work is scheduled to start this week in the 500 block of West 7th Street (east of Sioux Street).  No changes expected with traffic control and the 6th Street detour.

May 21, 2018
Water main crews have completed the 24” water main tie-in running north and south of West 7th Street on Main Street.  Water main crews poured thrust blocks to complete the tie-ins late last week.  The crew will now resume 12” water main construction in the 600 block of West 7th Street.   The sanitary sewer crew plans to the resume 12” VCP sewer construction in the 500 block of West 7th Street including SMH construction in the Main Street intersection.  Paving crews continue to work on punch list items and are currently constructing standard and colored concrete sidewalk adjacent to West 7th Street and Sioux Street.  Brick layers will also continue installing cap stone on the seat walls along the corridor.  No changes expected with traffic control and the 6th Street detour.

May 14, 2018
Water main crews have completed pressure and bacteria testing of the 24” water main running north and south of West 7th Street on Main Street.  The water main crew has resumed construction of the 12” water main in the 600 block of West 7th Street.  The 24” Water main tie-in is scheduled for Wednesday morning, May 16th (weather permitting).  Storm sewer crew continues working toward Main Street in the 500 block of West 7th Street by installing 42” storm sewer.  Paving crews continue to work on punch list items and have poured the colored concrete crosswalk on the south side of the Bluff Street intersection.  No changes expected with traffic control and the 6th Street detour.

May 7, 2018
The water main crew is working on construction of the 24” water main running north and south of West 7th Street on Main Street.  The sanitary sewer crew has installed 12” VCP sewer up to the Main Street intersection and are waiting for 24” water main to be completed.  The storm sewer crew is also working toward Main Street in the 500 block of West 7th Street installing 42” storm sewer.  Paving crews continue to work on punch list items and have poured the colored concrete crosswalk on the south side of the Bluff Street intersection.  No changes expected with traffic control and the 6th Street detour.

April 30, 2018 
The water main crew has completed the 12” water main “intersection connections” into the existing 12” water main on the north and south sides of Main Street.  The crew is now starting to assemble 24” water main for connections into the existing 24” water main in Main Street.   The sanitary sewer crew is working in the 500 block of West 7th Street, installing 12” sanitary sewer main in conjunction with the 42” Storm Sewer due to the location of sewer services and storm sewer pipe.  Paving crews continue to work on punch list paving items on Wesley Parkway and in the 200 and 300 blocks of West 7th Street.   The crew is also pouring colored concrete ADA sidewalk ramps in the Sioux Street intersection.  The masonry crew has completed the block and brick work for the three seat walls located in the Market Street intersection.  Sioux Street is now open to traffic with crews planning to close the Cook Street intersection tomorrow to continue pavement removal through Cook Street  All detour signage is currently in place.

April 23, 2018
The water main crew has completed the installation of 12” water main in the 500 block of West 7th Street with a successful pressure test completed over the weekend.  The water main crew plans to install water services during storm sewer construction (dependent on passing bacteria test today).  The sanitary sewer crew is working in the 500 block of West 7th Street, installing 6” sanitary sewer services on the south side of the street.   Storm sewer construction is planned to start this week in the 500 block of West 7th Street.  Paving crews continue to work on punch list paving items in the 200 and 300 blocks of West 7th Street.  Crews also plan to remove and replace two cracked concrete panels in Wesley Parkway.  The masonry crew is working on the construction of seat walls in the Market Street intersection.

April 16, 2018
The water main crew is installing 12” water main, valves, and fittings in the Main Street intersection and is preparing to perform connections to existing 12” water main this week.  The sanitary sewer crew is working in the 500 block of West 7th Street, installing 6” sanitary sewer services with 12” VCP sewer main installed.   The paving contractor is constructing cast-in-place planter walls in the Market Street intersection and is working on pre-cast planter footings in all planters between Sioux Street and Wesley Parkway.  Crews are also working on punch list items (between Wesley Parkway and Sioux Street) that include removing and replacing cracked concrete panels, removing temporary concrete, and pouring colored concrete in Bluff Street intersection crosswalks.  The masonry crew has started construction of seat walls in the Market Street intersection.

April 9, 2018

The pavement removal crew has removed paving in the 500 block of West 7th Street and is currently working in the 600 block of West 7th Street.  The crew plans to stop removal work at Cook Street to allow for utility and paving construction in the 500 and 600 blocks before moving west with more removals.  The water main crew has installed 12” water main in the 500 block and is installing 12” water main in the Main Street intersection.  The sanitary sewer crew is working west of Sioux Street in the 500 block installing 12” sanitary sewer.  All water and sewer services will be constructed after all main line utilities are installed.  Fence and driveway work at 3E is also under construction.  The paving contractor is constructing cast-in-place planter walls in the Market Street intersection and is working on pre-cast planter footings in all planters between Sioux Street and Wesley Parkway.

March 27, 2018
The City of Sioux City Engineering Division and Neighborhood Services Division announce the start of the West 7th Street Reconstruction Project on March 28, 2018. When complete, the West 7th Street Reconstruction Project will reconstruct the roadway and sidewalks from Wesley Parkway to Hamilton Boulevard. City utilities, such as sewer, water, storm sewer, and fiber optics will also be replaced. In addition, the project includes many features intended to support walkability and economic growth. On-street parking, landscape elements, gateway elements, Perry Creek bridge aesthetic enhancements, new lighting, colored pavements, and unique bus shelters will give the West 7th Street corridor a distinctive look and feel.


2017 Construction Season

December 18, 2017
Construction activity for the 2017 construction season for the West 7th Street Reconstruction Project is now officially complete.  The SuBSurfco crew continues to work on a few cleanup items around the West 8th Street staging and material storage areas.  All detour and construction signage (except for eastbound West 7th Street at Sioux Street) have been removed as all roadways, parking areas and sidewalks are open to traffic and pedestrians.  A few remaining cones and caution tape placed during punch list work (Market Street intersection) will be removed from work areas this week.  The contractor is required to monitor the Sioux Street signage and barricades periodically throughout the winter and maintain as needed.  This will be the final construction update until work resumes in the spring of 2018.

December 11, 2017
Paving crews have poured concrete through the Sioux Street intersection and plan to finalize roadway paving on Sioux Street this week.  Crew are currently working on construction of temporary sidewalk in the Sioux Street intersection and temporary roadway pavement at tie-in with existing West 7th Street pavement.  General site clean-up, sweeping of roadway, and removal of traffic control is scheduled for this week after all paving work is complete.  The electrical crew has installed street light pole bases and plans to set poles adjacent to the Sioux Street intersection while finalizing the electrical connection to the existing street light circuit.  The contractor is working to complete year-end punch list items before winter shutdown begins. 

December 4, 2017
Paving crews worked over the weekend prepping, forming and pouring concrete for roadway, sidewalk and driveways on both sides of the 400 block of West 7th Street as well as the north and south portions of Sioux Street.  Crews are working this week to pour remaining portions (parking and driveways) of concrete in the Sioux Street intersection.  Sidewalks will be poured up to the building corners (parallel to West 7th Street) near the west end of the 400 block.  The ADA ramps in the Sioux Street intersection will be paved with temporary paving for the winter.  The Market Street intersection is now open to north, south, and eastbound traffic.  The 400 block of West 7th Street remains closed to through traffic and will open to traffic with the Sioux Street intersection (possibly later this week).  Crews are also working to complete curb inlets and inserts of storm sewer intakes in new paving areas.  The electric work tied to the streetlights is also scheduled to be complete this week.  Detour routes and all traffic signage will be removed when all intersections are open. 

November 27, 2017
Paving crews are working on removing and replacing sidewalk and driveways on both sides of the 400 block of West 7th Street including the ADA ramps in the Market Street intersection.  The special soil/rock mixture is being installed in the Market Street intersection with planter construction scheduled later this week.   The SuBSurfco pipe crew is working to “stub” pipes west of the Sioux Street intersection to allow for Sioux Street intersection paving.  Subgrade stabilization is scheduled to begin once pipe work is complete.  Detour routes will remain unchanged. 

November 20, 2017
Paving crews are now focusing on removing and replacing sidewalk and driveways on both sides of the 400 block of West 7th Street including the remaining sidewalk in the Market Street intersection.  The contractor is moving forward with sidewalk and driveway reconstruction due to mild weather and suitable working conditions.   Planter construction in the Market Street intersection is scheduled to begin on Tuesday.   The SuBSurfco pipe crew continues to install storm sewer, manholes, and curb inlets in the Sioux Street intersection.  Subgrade stabilization is scheduled to begin this week on Sioux Street.  The electrical crew is installing conduit in the 400 block of West 7th Street.  Detour routes will remain unchanged. 

November 13, 2017
Paving crews have been working on setting roadway paving forms on both sides of the 400 block of West 7th Street and the Market Street intersection with the intention of pouring concrete every day this week.  The SuBSurfco pipe crew is installing 6” sewer services on both sides of the Sioux Street construction area.  The electrical crew continues to work on street lighting at the Wesley Parkway and West 7th Street intersection.  Detour routes will remain unchanged. 

November 6, 2017
Paving crews poured a 23’ wide section of mainline paving in the 400 block of West 7th Street Friday evening with the remainder of 400 block paving scheduled for this week (weather permitting).  Sidewalk and roadway paving will also continue this week at the Market Street intersection.  Storm sewer crews continue to install 42” storm sewer running north / south in Sioux Street.  Detour routes will remain unchanged. 

October 30, 2017
Cement treated base work is nearing completion in the 400 block of West 7th Street and Market Street construction limits.  Paving crews will start trimming subgrade early this week and could possibly schedule mainline paving (in the 400 block) near the end of this week.  The water main crew is performing intersection connections on the north and south end of the Sioux Street construction limits.  Fence work will continue this week on the Perry Creek bridge.  Detour routes will remain unchanged. 

October 23, 2017
Paving crews have completed sidewalk paving in the 200 block of West 7th Street and Bluff Street north and south of West 7th Street.  Roadway paint striping is also complete in the West 7th Street / Wesley Parkway intersection.  Paving crews will now focus on the west end of the 300 block of West 7th Street while subgrade treatment work starts in the Market Street intersection and continues west into the 400 block of West 7th Street.   The storm sewer crew is working near the Sioux Street intersection while the water main crew prepares to pressure test new water main in Sioux Street.  Fence work will continue this week on the Perry Creek bridge.  Detour routes will remain unchanged.

October 16, 2017
Paving crews continue to pour sidewalk paving and planter walls in the 200 and 300 blocks of West 7th Street.   The storm sewer crew is working on inlet structures in the Market Street intersection with cement treated base work scheduled to start this week in the 400 block of West 7th Street (including the Market Street intersection).  The water main crew is working on 8” water main in Sioux Street, north and south of West 7th Street.  Pavement markings and fence removal work has started on the 7th Street Perry Creek bridge.  Detour routes remain unchanged. 

October 9, 2017
Paving crews continue to prepare and pour sidewalk paving and planter walls in the 200 and 300 blocks of West 7th Street.  The pavement removal crew has been working on pavement and street car track removal in the Sioux Street intersection.  The electrician continues the installation of conduit and pole bases for street lights in the 300 block of West 7th Street.  The storm sewer crew is scheduled to resume work next week in the Market Street intersection with subgrade work starting soon thereafter in the 400 block of West 7th Street (including Market Street intersection).  Detour routes will remain unchanged.

October 2, 2017
The paving crews continue to prepare and pour sidewalk paving areas along Wesley Parkway and the 200 and 300 blocks of West 7th Street.  The sanitary sewer crew has completed all sewer work in the 400 block of West 7th Street.  The storm sewer crew is on site installing storm sewer pipe in the 400 block of West 7th Street.  The landscape crew is scheduled to resume construction of the special soil rock mix and planter walls in the 200 and 300 blocks of West 7th Street.  The electrician continues the installation of conduit for street lights and signal poles.  Road closure and detour signage has been moved into the 500 and 600 blocks of West 7th Street in preparation for pavement removal in the 500 block of West 7th Street (weather permitting).  All other closures and detour routes will remain unchanged until paving work is substantially complete in currently closed areas.

September 25, 2017
The paving crews continue to prepare and pour sidewalk, driveways, and landscape curb in the 200 and 300 blocks of West 7th Street.  The sanitary sewer crew is close to completion of 6” sewer services in the 400 block of West 7th Street.  The landscape crew is scheduled to continue construction of the special soil rock mix and planters in the 200 and 300 blocks of West 7th Street.  The electrician is working on the installation of street lights bases in the 200 and 300 blocks of West 7th Street.  Road closure barricades have been removed at the Wesley Parkway intersection to allow east / west traffic on the 200 block of West 7th Street.  Traffic access is scheduled to be opened onto the east half (up to alleys) of the 300 block of West 7th Street this week (weather permitting).  Road closure and pavement removal is scheduled to start in the 500 block of West 7th Street this week.  The paving of the Market Street intersection and the 400 block of West 7th Street is scheduled to start after sewer work is complete (400 block) and could take two to three weeks.  All other closures and detour routes will remain unchanged. 

September 18, 2017
Paving crews continue to prepare and pour sidewalk, parking, and driveway paving areas along Wesley Parkway and the 200 and 300 blocks of West 7th Street.  Sanitary sewer crew is working to install 6” sewer services in the 400 block of West 7th Street.  The storm sewer crew is on site constructing storm inlet tops in the 200 and 300 blocks of West 7th Street.  The landscape crew has mobilized to the jobsite and has started construction of the special soil rock mix and planter walls in the 200 and 300 blocks of West 7th Street.  The electrician is continuing the installation of conduit for street lights and signal poles.  Road closure barricades have been removed to allow north / south roadway traffic through the West 7th and Bluff Street intersection.  All other closures and detour routes will remain unchanged.

September 11, 2017
The paving crew continues to prepare and pour sidewalk, parking, and driveway paving areas along Wesley Parkway and West 7th Street.  The sanitary sewer crew is installing 12” sewer main in the 400 block of West 7th Street.  The electrician is onsite installing conduit for street lights and signal poles.  All traffic control and detour routes will remain unchanged.

September 5, 2017
The paving crew continues to prepare and pour sidewalk, parking, and driveway paving areas working west on West 7th Street.  The water main crew is working on proposed water main services in the 400 block of West 7th Street.  The sanitary sewer crew plans to mobilize to the jobsite today to start sewer work in the 400 block of West 7th Street.  The electrician is onsite installing conduit for street lights and signal poles.  All traffic control and detour routes will remain unchanged.

August 25, 2017
Roadway paving for the center 34’ section was completed this week in the 200 and 300 blocks of West 7th Street.  The paving crew plans to pour the Wesley Parkway southbound taper and the West 7th Street and Wesley Parkway intersection next week.  The paving crew also continues to prepare parking and driveway paving areas working west on West 7th Street.  The water main crew is working on water main tie-in on Market Street and plans to work on water main services in the 400 block of West 7th Street.  The sanitary sewer crew will mobilize to the jobsite to start sewer work in the 400 block of West 7th Street after water services have been installed.  All traffic control and detour routes will remain unchanged. 

August 18, 2017
Recent rains have pushed the paving schedule back a few days with the paving crew planning to pave a 34’ wide section of West 7th Street from Wesley Parkway to Market Street next Tuesday or Wednesday.  The water main crew continues to install 12” water main in the 400 block of West 7th Street.  The crew plans to install water services next week with sanitary sewer main and service work to begin (in the 400 block of West 7th Street) soon thereafter.  Bluff Street is now open to traffic on both sides of West 7th Street but remains closed through the West 7th Street and Bluff Street intersection.  The detour route on West 6th Street will remain unchanged with West 7th Street closed at Sioux Street. 

August 16, 2017
The West 7th Street Reconstruction Project continues to move forward and the crews have been preparing West 7th Street for paving.  Weather permitting, paving of West 7th Street, between Wesley Parkway and Market Street, will start this Thursday (tomorrow).  Because of the amount of paving involved, there will be dozens of trucks in and out of the area.  In addition, there will be an increased amount of construction crew members.  The Standard Ready Mix trucks will use West 6th Street to Bluff Street to enter the area and will exit on Market Street.  As the work moves west, the trucks will start to utilize Market Street from West 6th Street to both enter and exit the area.  The crews will work on paving the center of the street first, with the parking lanes, curb, and gutter to follow.  Once the mainline street is paved, crews will remove and replace the sidewalks in the area.  Again, this is weather permitting.  However, it is currently anticipated that paving will start tomorrow.  We appreciate your patience throughout the short-term increase in truck traffic and general activity.

August 10, 2017
The paving removal crew has started removing existing pavement and street car tracks in the 400 block of West 7th Street.  The water main crew has completed water main tie-ins and water service construction in the 300 block of West 7th Street.  All phase underground utility work is now complete with crews preparing to move into the 400 block of West 7th Street.  The roadway subgrade crew is working in the 300 block of West 7th Street and also in the roadway widening areas adjacent to Wesley Parkway.  The paving crew is working on roadway and sidewalk paving in the 600 and 700 blocks of Bluff Street with the Bluff Street roadway open to local traffic up to West 7th Street.  The main line paving crew will be trimming subgrade in the 200 and 300 blocks of West 7th Street early next week with main line paving to follow soon thereafter.  Detour routes will remain unchanged with the additional closure of the 400 block of West 7th Street and temporary no parking areas designated along detour routes including Sioux Street and West 8th Street. 

July 30, 2017
The sanitary sewer crews are working in the 300 block of West 7th Street.  The storm sewer crew is completing inlet structure bases and walls for Phase I.  All Phase I storm sewer pipe is installed.  The water main crew has completed installation of all Phase I water main, with only water services in the 300 block of West 7th Street remaining. The roadway subbase crew is working in the 200 block of West 7th Street.  The paving crew is working in the 600 and 700 blocks of Bluff Street with a goal of completing all roadway paving on Bluff Street this upcoming week.

July 14, 2017
The sanitary sewer crew has installed 15” sewer pipe on West 7th Street to within 100’ of the Market Street intersection.  The sewer crew is leaving the jobsite to allow remaining utility and paving crews to complete majority of Phase I work before starting Phase II work (west of Market Street).  The water main crew has completed all water main tie-ins and water service installation on Bluff Street and the 200 block of West 7th Street.  The crew plans to work on water main and water services in the 300 block of West 7th Street next week.  The retaining wall along Wesley Parkway (Budget Motors) is approximately 70% complete.  The storm sewer work will continue in the 200 and 300 blocks of West 7th Street.  Oban Construction is scheduled to be back onsite Monday working on subgrade stabilization in the 700 block of Bluff Street.  The paving crew started paving in the 600 block of Bluff Street this week with work continuing next week.  The detour route on West 6th Street has been changed to direct traffic to West 6th Street and Sioux Street, to help alleviate congestion that was occurring at West 7th Street and Market Street.

July 8, 2017
The sanitary sewer crew is in the process of laying sewer bypass piping above ground on the north side of West 7th Street between Market Street and Bluff Street to allow the crew to start installing 15” sewer pipe west of Bluff Street.  The water main crew has completed the water main tie-in just west of the West 7th Street and Wesley Parkway intersection.  The retaining wall crew #1 (north side of West 7thStreet) has completed the construction of the footings and retaining wall this week.  The retaining wall crew #2 (south side of West 7th Street) is completing subgrade stabilization work after encountering unstable/unsuitable (trash dump) soils.  CTS has been involved in recommending the stabilization method required to provide a stable retaining wall subgrade.  Oban Construction has mobilized pulvimixer equipment and has started performing subgrade stabilization (incorporating portland cement into subgrade) in the 600 block of Bluff Street.  Currently, all SuBSurfco crews are installing storm sewer in the 600 and 700 blocks of Bluff Street and the 200 block of West 7th Street.  Barricades have been adjusted a West 7th Street and Market Street to allow for sewer bypass equipment with detour routes on West 6th Street and West 8th Street remaining unchanged.

June 30, 2017

The sanitary sewer construction crew has completed installation of 8” sanitary sewer and is close to finalizing the 6” sewer service construction in the 200 block of West 7th Street.  The crew plans to start sanitary sewer work in the 300 block of West 7th Street next week.  The water main crew has completed water main and water service installation in the 600 and 700 blocks of Bluff Street.  The crew continues to install curb-stop valve boxes (in sidewalk area) and work on trench backfill.  Water tie-ins at the north end of Bluff Street and east end of West 7th Street are planned for next week.  The storm sewer crew has started work at the south end of Bluff Street and will continue to work north on Bluff Street next week.  The subgrade preparation crew is scheduled to mobilize to the jobsite as soon as storm sewer work is complete on Bluff Street.  The retaining wall crew is currently performing subgrade work and reinforcing steel installation for the retaining wall at the southwest quadrant of West 7th Street and Wesley Parkway.  Detour routes on West 6th Street and West 8th Street will remain unchanged.

June 26, 2017
The sanitary sewer crew is working east in the 200 block of West 7th Street installing 8” sanitary sewer main and 6” sewer services.  The water main crew has completed the pressure testing of the water main in Bluff Street and in the 200 block of West 7th Street.  This section of pipe will now be flushed and bacteria tested before performing tie-ins at Wesley Parkway and the north end of Bluff Street.  The water main crew is also installing new copper water services along Bluff Street.  The storm sewer crew plans to start construction of storm sewer structures and pipe at West 7th Street and Bluff Street this week.  No changes to detour routes or road closures are planned for this week.

June 16, 2017
The sanitary sewer construction crew has completed the installation of 18” sanitary sewer and sewer manholes in Bluff Street.  The sewer crew is now working to tie-in remaining sewer service connections north of West 7th Street on Bluff Street.  The water main crew plans to resume work and perform water main tie-ins at the north and south ends of the Bluff Street reconstruction area next week.  The crew will purge air and flush the new water main through the temporary fire hydrant placed just west of Wesley Parkway on West 7th Street.  “Sidewalk access to businesses” signs have been placed at West 7th Street and Market Street.  Pedestrian traffic to businesses will be provided at all times throughout the project, with public street parking available no more than one block from all businesses.  Storm sewer construction at West 7th Street and Bluff Street and retaining wall construction along Wesley Parkway are also planned to start next week.  Detour routes on West 6th Street and West 8th Street will remain unchanged.

June 10, 2017
The sanitary sewer construction crew is finalizing installation of 18” sanitary sewer and sewer manhole construction in the 700 block of Bluff Street.   The sewer crew is planning to begin work in the 200 block of West 7th Street (east of Bluff Street) working east, when the Bluff Street sewer service connection work is complete next week.  The water Main crew is working in the 700 block of Bluff Street and the 200 block of West 7th Street.  Roadway business access is closed in the 300 block of West 7th Street (east of Market Street to Bluff Street) to allow for pavement removal in this area.  Pedestrian access to businesses will remain open.  Signs will be placed at West 7th Street and Market Street that will direct pedestrian traffic to the sidewalks and reiterate that businesses are open and accessible.  Space for customer parking will be provided at the end of the road closure at West 7th Street and Market Street.   Detour routes on West 6th Street and West 8th Street will remain unchanged.

June 2, 2017
The sanitary sewer construction crew has been working on installation of 18” sanitary sewer and 6” sewer services in the 700 block of Bluff Street.  The sewer crew is planning to begin work in the 200 block of West 7th Street (east of Bluff Street) working east, when Bluff Street sewer work is complete next week.  The water main crew is starting installation of water main today, in the 600 block of Bluff Street and will continue north into the 700 block of Bluff Street next week.  Detour routes on West 6th Street and West 8th Street will remain unchanged.  Alley access to the daycare and Fashion Floors will be temporarily closed early next week due to construction of sewer manholes at the north end of Bluff Street construction.  Alley access off Market Street will remain open.  Roadway business access will be closed in the 300 block of West 7th Street (east of Market Street to Bluff Street) starting Tuesday June 6, 2017.  Pavement removal in the 300 block of West 7th Street will begin after traffic control is moved west to Market Street intersection.

May 26, 2017
The sanitary sewer construction crew have been working on installation of 18” sanitary sewer and 6” sewer services in the 600 block of Bluff Street.  Most recently, the crew is constructing sewer bypass piping to allow for construction of a sanitary sewer manhole in the intersection of West 7th Street and Bluff Street.  This manhole is the main sewer collection point for the entire project.  The installation of sanitary sewer and services will continue on Bluff Street north of West 7th Street next week.  A water main crew is schedule to mobilize to the jobsite and start water main construction next week at the south end of Bluff Street working north.  Detour routes on West 6th Street and West 8th Street will remain unchanged.  Roadway business access remains closed in the 200 block of West 7th Street.

May 19, 2017
Due to recent rains and wet site conditions, construction progress on the West 7th Street Reconstruction Project has slowed and is currently a few days behind schedule.  Construction crews have been working on installation of new sanitary sewer main and sewer services on Bluff Street south of West 7th Street.  The installation of sanitary sewer and services on Bluff Street north of West 7th Street is anticipated to start next week.  Water main construction will follow on Bluff Street and will run concurrent with sewer construction on West 7th Street east of Bluff Street.  Detour routes on West 6th Street and West 8th Street will remain unchanged.   Crews will continue to perform pavement removal on West 7th Street east of Bluff Street to the alley.  Roadway business access is currently closed in the 200 block of West 7th Street.


2017 Facade Improvement Program application period is now closed.

The applications were due on April 25, 2017 and the City Council awarded projects on May 22, 2017.  Thank you to all that applied!  The progress continues with regard to facade improvements and street reconstruction.
